Windows Installer ships with the latest Windows versions (Windows Me, Windows 2000 and above).
Windows Installer is available as a redistributable package for older Windows versions and to update older Windows Installer versions.
System requirements for Windows Installer 1.x redistributable are as follows:

The only way to install MSI 3.1 on a 64-bit version of Windows Server 2003 is
installing SP1.
There is a separate
hotfix package for the 32-bit and 64-bit editions of Windows
Server 2003 SP1 and the 64-bit editions of Windows XP to update them to Windows
Installer 3.1 (v2).
There is no Windows Installer 4.0 redistributable for pre-Vista versions of Windows.
System requirements for Windows Installer 4.5 redistributable are as follows:
A hotfix for MSI 4.5 is available which can also be installed on MSI 4.0 (on Windows Vista and Server 2003) to update them to the latest MSI 4.5 version in one step. On Windows XP and Server 2003 however you need to install MSI 4.5 before applying the hotfix.
Windows Installer 5.0 is part of Windows 7 and Windows Server 2008 R2. There is no redistributable for older versions of Windows.
